Hillsboro was established in 1752 in the gap of the Short Hill just east of the Blue Ridge Mountains. Known simply as “The Gap” for its first half century, Hillsboro today stands among the best-preserved 18th/19th-century rural villages in Virginia, with the entire Town on the National Register of Historic Places. Minutes from the Appalachian Trail, Shenandoah River, Harpers Ferry and 11 miles northwest of the Loudoun County seat of Leesburg, historic Hillsboro is the hub of one of Virginia’s largest wine regions and tourism destinations.
MUNCIPAL SERVICES
First chartered in 1802 as a Town, Hillsboro has a strong mayor form of government consisting of the mayor and five council members elected at-large for two-year terms in November of each even-numbered year.
Regular Hillsboro Town Council meetings are held at the Town Hall/Old Stone School the third Tuesday of each month. Notice of special meetings, work sessions and public hearing are posted at the Town Hall and on the Town website.
The Town Charter requires a Planning Commission and Board of Zoning Appeals. The Town Council may establish Advisory Committees of citizens to advise Council on Town initiatives.
The Hillsboro Waterworks provides Town drinking water.
Hillsboro will be providing municipal wastewater treatment in 2023.
The Town contracts for weekly trash and recycling pick up for all residences.
Hillsboro imposes a real estate tax on all property, a meals tax, a cigarette tax, and a transient occupancy tax.
All businesses are required to obtain a Hillsboro business license annually. (Hillsboro-licensed businesses are not required to obtain a Loudoun County business license.)
All vehicles garaged in Hillsboro must obtain a Town tag annually. (Hillsboro-garaged vehicles are not required to obtain a Loudoun County vehicle tag.)
